This is what I mentioned in my post, above. How I interpreted it was that they were so confident in their superior earthquake engineering, that they didn’t feel the need to dive under furniture, get in doorways, etc. As a native Californian who participated in numerous “earthquake drills” growing up, I thought it was very fascinating.
