Sterilization (temporary until you reform) has been long been a favorite idea of mine. You address the nature vs nurture argument at the same time. But I would start with murderers and sex offenders.
Personally I would tell Octo mom that she is on her own and if she can’t support the kids then give them up for adoption. I would adopt one of her kids before I ever gave her a dime.
