Paying traffic tickets brings in money – to the cops, but hurts me.

I think what “all” is trying to say is that the ticket revenue helps to offset some of the costs for the PD. If not for that revenue, they might have to raise taxes, instead. It’s better to have the criminals pay more for this extra revenue via tickets and fines — since they are part of the reason that these costs exist — than have law-abiding taxpayers pick up the costs that are currently covered by ticket revenue.
