in the video you posted, Obama is talking about a completely different bill. White House proposal did not grant any free permits, and instead returned 80% of money through (income tax) refunds. The bill that passed the House gives pretty much all permits away.
Regarding 300 page amendment, the vote was not until late Friday night. It probably does not take more than 2 hours to read the amendment.
