But you are making an assumption that someone could even be qualified physically, mentally, psychologically sufficiently to be trained.

Again, you are making the assumption that there will be people who will want to do this job. Perhaps there are so many applicants is b/c of the fact there is a pension. The problem is that not very many people meet the physical, mental, psychological criteria to be accepted.
And as CAR said, what guarantee is there that they will stay, that they won’t be fair-weathered and as soon as there’s a better paying job, the city loses even more money for the training they provided. But if you have a pension that you dangle, that is a form of security that they will continue the job and not leave for greener pastures.
