Nothing prevents you from reselling the power to Other then SDG&E.
If you want to get technical you could wheel your power through the grid
and become a mini-enron, or you could go low tech, get a Kill-A-Watt
meter, and run a extension cord to a neighbor.
In Virginia there is no Feed in tariff, so I reccomend people sell power

I suppose anything is technically possible. So do you have a picture of multiple orange extension cords running out of you roof to thru out the neighborhood? Would love to see that! 🙂
