30 minute charge is toughest to achieve. Modern rechargeable batteries can be charged that fast, but it makes them degrade faster. (Maybe, instead of losing 20% of capacity in 300k miles, they would lose 20% of capacity in 150k miles.)
More importantly, even with the most efficient and aerodynamic vehicle, you need massive current to charge it to 120 mile range in 30 minutes. You may have to upgrade your electric system if you want to charge that fast. An existing 220V dryer outlet (the highest-rated outlet in a typical house) would only be sufficient for a 1.5 to 2 hour charge.
Your other requirements may be achievable in the near future, as long as you’re ok with a 2-seater.
