The suspect (likely a gang member since he was spray painting gang-related stuff when first stopped) had already escaped from police while handcuffed and was believed to be armed.
Not saying police should go around shooting handcuffed people, but this is hardly an innocent, docile, law-abiding victim. Believe it or not, people in handcuffs can still kill you if they are armed.
