I could tell you stories about working for City of Philadephia during internships that would boggle your mind. I worked in accounting office with 8 managers and 20 clerks. Everyday the managers would go into an office at 10 for a meeting and come out at 3. The clerks were terrified and would never barge in. I didnt care so on my last week, I walked in to a poker room.
Paying cash is a way of life back there and the underground economy is massive. It is accepted by all back there. We have plenty of fraudsters here but back there it is part of the fabric of life for everyday people.
