Massive: I’d recommend doing some prelim research about doing business under CFR (Code of Federal Regulations) and FAR (Federal Acquisition Regs).
If Bartko was representing that he was working with government contractors, you might be able to bootstrap up into a fraud claim under CFR or FAR.
A quick check of the Thunderblaze website certainly gives the impression that they’re a government contractor/supplier; it even mentions that they’re veteran owned.
Bartko may claim that there’s an arms-length relationship between he and Thunderblaze, but his paperwork claims he is raising funds on behalf of Thunderblaze, so you may be able to make a claim of agency (he was an agent working on their behalf).
I don’t know if there is anything there, but, depending on how much money you lost with this guy, it might be worth your time.
On another note, have you discussed any of this with an attorney or law enforcement?
