Flu is right, you should move. IMO you live in the worst part of Mira Mesa. I think you got off easy by only having shady people around.
If the kids (people are calling “juvis”) are under 18, call child welfare services at 1(800) 344-6000. Every call results in a case file, if a couple of neighbors call you have a strong case.

Each call is logged and evaluated as to the level of possible risk to the child. I think the #8 birdshot is fine, you don’t wanna kill innocent bystanders on the other side of the wall. In a townhouse I would even consider rock salt loads or bean bag.
