Incandescent (standard) recessed lighting is really inefficient. Remember that if you are running the a/c then you are paying twice over (more in fact) because the a/c is removing the heat from the light bulbs!
Replace all your incandescent bulbs with CFLs, especially the recessed ones. Get an electrician to replace the dimmer switches with regular switches that allow you to choose which bulbs to have on.
Don’t bother with so-called dimmable CFLs. They cost a lot more and don’t work well.
