He was under the legal limit. It’s entirely possible that this accident would have happened even if he had not been drinking at all. Bad luck because that’s not how it happened.
And bad luck for the kids in the car, too. Wrong time, wrong place.
I’d guess that he does have insurance as someone in his position (politically and professionally) should be smart enough to have those bases covered.
