At the negotiating table of a local government you have politicians, employees, retirees, bondholders, and other stakeholders. None of those groups have any control over state law..
Then you have one party saying that there’s no deal unless the entire state passes a partial repeal of prop 13. That shows incredible arrogance and lack of good faith in reaching a negotiated agreement.

Flyer, perhaps you didn’t know this, but it was Prop 13 that turned control over local property taxes to the state. This IS a local govt issue.
