Even though SD County has more government (military) land within its urbanized area than LA County does, LA County has much more open space than SD County does … within its urbanized area. There are a LOT of hills there which didn’t get chopped off. They could have been … but weren’t. The only hills in SD County’s urbanized area which didn’t get chopped off are either full of heavy boulders or belong to the government.
