Camino Del Sur was connected to Camino Del Norte (4s ranch) in the del sur area in 2006. Also, Carmel valley road was connected to whatever the road is on the southwestern edge of 4s near the middle school in 2006.

Strictly speaking, both these things happened in 2007.
Yep you are right… was off a year.
Regarding potential impacts to traffic, like others have mentioned 4s is nearing build out, The lakes started a couple years ago and del sur is slowly gaining back the momentum it once had. Del surs master plan called for more commercial space and extended all the way over to where four gee and the high school are.
Regarding one way out going west, here is a real life example of how bad it could be. I moved in march 07 to 4s. Fires hit in october and we were evacuated early on that morning in 2007. We were informed by the Mayor/ TV that the 15 was shut down. When I awoke to this and looked out at camino del norte, it was packed at 6am in darkness. Little did anyone know that the 15 south was open but we didnt find this out until many hours later. It took us two hours to get from the western edge of 4s to the 56/5 interchange. People were driving in the median dirt, people were driving down the wrong direction divided road in between del sur and santaluz. It was a bit chaotic. Imagine if the fires were actually upon us at that point. Yes those communities are supposedly fire safe but evacuation routes are slim when the main artery is shut down.
