Every $10 spent on the program reduced nationwide fuel consumption by 1 gallon/year. Assuming that, absent the program, a typical clunker would’ve stayed on the road for 4 more years, the program indirectly paid for itself.

You must be misremembering something (or maybe your news source got it wrong). 12-year old LS400’s weren’t eligible. A number of LS400’s were traded in, mostly 1990 to 1992 model years.
