Don’t dwell on this at all. Ask her out again. If she wants to go out with you again, she’s interested. If not, or if she makes excuses and blows you off, forget about it and move on, simple as that. There are a LOT of flakes in this world, but everyone has their own standards, morals, cultures, etc. so just because she didn’t kiss you doesn’t mean she’s not interested or she doesn’t want to… Only the return phone call will tell if she is truly interested, and there are a lot of flakes out there, so if she flakes out or plays games with you, move on and go meet someone else.
