I think you expect too much from the toll and too much from the tunnel. There are two ideas for the tunnel. The bored out tunnel is least invasive but most expensive and very unlikely to happen. The “cut and cover” version is a bit cheaper and will cause absolute mayhem in the island for years (at least 5 to construct).
The other idea is the underpass under Orange. This keep traffic moving to and fro letting people bypass the red light at Orange. HOWEVER, it will also assure that traffic will be thick and moving. Good Luck crossing 3rd in the morning and 4th in the afternoon. They’ll also be adding additional traffic lights to handle “traffic spillover” to other intersections.
