CAR, as you point out nobody agrees with the disability abuse, spiking etc. The problem, or perceived problem, is tat it appears the system is actually designed to support it. Cities like Costa Mesa have presumptive disability, where a wide range of conditions are automatically assumed to be caused by the job and the city would have to prove otherwise to deny the disability claim.
On spiking where it seems like the department management not only condones but assists in scheduling the spike.
