That’s the whole point, the merchant told you the price is A when you walked in, but charge you B when you’re trying to pay. Using your RE example, it’s like buying a cheap (well under priced house). You write up an offer, they accepted the offer. However, when you read the final docs, they’re charging you extra for carpet, roof, windows, etc.
