Brian, this only works if you control those whom can and canot immigrate. Those whom can immigrate must be better income than average or have that potential. You cannot bring in a large majority of individuals from 2nd & 3rd world countries and expect immediate results. That will take generations to accomplish all while lowering the tax base. Simply adding heads do not add to the tax base.
In Project Management, one must increase the head count with the correctly skilled labor. Otherwise, the Project Manager will increase the cost and reduce production. The PM is required to understand that he has to regulate (control) in order to produce.
How do you propose to control or regulate whom can and can’t immigrate? What is your criteria? How would you enforce it?
