They started going into Pakistan before Obama was in. The plan was in place for a while. It goes back to Gates and Zbigs paper they the coauthored back in 2004 for the CFR on how to proceed with the ME. It was in contradiction to the NEOCON/PNAC plan with Iran and included controlling pakistan.
