I believe the development on the east of I-15 is called “watermark project”
According to Scripps Ranch Community Association it appears to be a office/commercial/hotel development. ( No Apartments that I know of. )

A portion of the site is MedImpact’s corporate headquarters (2 buildings and a parking structure).
