eavesdropper, this was my direct experience during my “career” working for a local government, esp. with those employed in a supervisorial or mid-management capacity. There is supposed to be a “merit system” but it did not exist. Instead, most promotions were based upon favoritism and nepotism.
Yes, this practice IS scary, dangerous and has far-reaching ramifications for taxpayers.
