How successful are HOA’s and private individuals in suing cities and the CA Coastal Commission? Do judges tend to be biased one way or another in these type of lawsuits? What are the costs of such lawsuits at each level (Superior Court, Appellate Court and Supreme Court level). An HOA is Solana Beach is suing both the city and the Coastal Commission (the CC voted to approve the project in October but the HOA is suing the CC as well) over an affordable housing project.
I’m wondering if One Paseo in Carmel Valley gets approved by both the city Council and the Coastal Commission, what are the chances of the opponents suing and how successful they will be?
