Like many on this board, I am excluded from getting a rebate, based on the House plan. Before the details were revealed I had planned on spending my rebate on several frivolous goods.
I wish they would not base the plan on income. If they are afraid I would save the rebate or do something fiscally responsible with it, I would gladly sign a pledge to promise to spend it frivolously.
