Good question. I’ve heard many times that the most those agencies can do is re-organize the payments into a single manageable one. In some cases they can get you a lower interest rate as well.
However if what you say is correct and the agencies are at least partially funded by the CC companies, well, then you know who they work for.

I saw a 60 minutes peace, or something like that, on some a few years ago and they are a joke. Nobody was qualified to give any financial advice, they were high school grads with a script.

A client I once had was referred to her by the mortgage broker involved. This is for profit. Not someone piggs would probably need but it could be a good job for someone trying to help less savvy people who otherwise are not going to get out from under their financial problems.
