I guess it really does make sense. At first I was befuddled how Solana Beach could have the lowest local taxes and the best achieving schools. Then I realized that even 1% of $1 million is way more than 1.15% of say 250 or 300 thousand dollar homes. So even though Solana Beach pays less of a percentage they still pay more taxes than say Lemon Grove.
