You need to get copies of the the HOA rules to see what is required as that may have an impact. Look out for things like:
Must submit plans signed by registered landscape architect
Must accompany them with $2000 check to be used to pay the HOAs landscape architect to add cost to your plans, any excess refunded.
Must install a large lawn that will use lots of water and probably be replaced in a couple of years when that water is no longer available for ornamental irrigation.
