Wow, first thing I thought of, when my mom told me about this, was throw the car into neutral and turn off the key. Guess there was no key, but neutral should still work? How can you call 911, but not throw the car in neutral?
I put my Tundra in neutral on all big downhills, because the gearing is so low that it uses more gas than it should. If I know the hill I turn my truck off; I had a few close calls on tight turns on unfamiliar hills.
Training helps with situations that are similar to your training, but in unfamiliar situations unrelated training does little good. Looks like CHP does not train for a stuck accelerator. If he did try to put the car in neutral but the design does not allow a moving car to go into neutral that is just scary.
