As a mature leader should, Rumsfeld submitted plan A and B to the President. Plan A, if the Republicans hold on at least one of the Houses, he stays, if the Democrats take over both he’ll resign. To run the Pentagon and an extremely complex war is impossible when he has to seat full time at the “Hang Rumsfeld” hearings.
