If more than one person is involved, if the parties plan and agree to a course of action, it is a conspiracy. Look up the word. con for together/with, spire, from respire, “to breathe.” It basically means, “to breath the same air.”

Taking that broad of a definition of the term is just plain dumb. By that definition, my loan officer and I are “conspiring” to sell houses. Connotation matters as much as denotation.
Seriously, I have yet to see an explanation of a the a Fed that denotes or suggests an extralegal or criminal conspiracy (which is what Griffin was connoting).
