Arguing that USA is leading the world on Climate Change is silly. EU implemented cap and trade almost 5 years ago.

It looks like Waxman-Markey will join the following proud list of “the biggest job-killing bills”.
Clean Air act amendment of 1990.
Clean Water act.
Endangered Species Act of 1973.
Do-Not-Call Implementation Act of 2003. 😉
Reduction of CO2 emissions by 17% by 2020 is easily doable. See the following:
Transportation efficiency improvement of 10%.
Deployment of 40GW of solar and 40GW of wind power.
5 additional nuclear plants.
Residential and commercial isolation improvements.
Continuing conversion from heating oil to natural gas.
That would be all it would take.
That said, I don’t think the Senate will pass the bill. It is much easier to vote against it, knowing full well by the time there is any impact from climate changes you would already be out of office.
