Thanks for the explanation. Since it’s a private landlord based program in SD County, I suppose then it’s up to the landlord and apartment manager to enforce quality of life issues in the complex. So ultimately the neighbors are at the mercy of the landlord. IF you do an internet search on Section 8 crime, there is still a propensity for higher crime in a Section 8 complex vs non, despite the criminal background checks of the tenants. I hope the project on Sierra Ave in Solana Beach won’t end up in disrepair and residents afraid to walk by.
