I have to agree on this. At 20 feet high (presumably above roofline), this is no TV antenna. HAMs will use TV or TV like antennas when they are doing directional reception/transmission.
Place an HDTV antenna on that and you can get several neighboring areas. The height helps with reception, particularly with HD since it is a higher frequency and more subject to trees and other obstructions.

Well, if you really want to do it in the rain, make sure you are wearing stainless steel/silver mesh clothes used for high tension work.
