Do you have proof for this statement? Here are all the SFR listings in PQ: http://www.sdlookup.com/Real_Estate-Penasquitos-Houses_For_Sale-92129?srtcol=3 and as you can see, the majority don’t have HOA and most if not all the places w/ no HOA also don’t have MR. Also, ALL of the current listings <$400k don't have HOA or MR.[/quote] That's what I was saying too.
