If this perp is somewhat predictable, see if you can get pictures of him with a camera. If it is dark, try one that is sensitive to the IR spectrum. Sony makes some cameras and camcorders that have a ‘Nightshot’ option which causes the Near Infrared Filter to be removed/displaced from the sensor. You might be able to get a old one off Ebay. Some of Sony’s camcorders that are pre 1998 have the capability.

Once you have one of these camcorders, it would be useful to be able to illuminate the outside using Near Infrared light. There are several LED based emitters that work.

Once you have the video of the perp.. it is easier to get the police to move.
