It seems not right. HOA in 4S takes care of the lawn between the sidewalk and the street. The water bill of this area is included in your HOA fee. There are a lot of parks in 4S, not sure if HOA or MR takes care of them, but they are always in good conditions.
There must be some reasons why 4S is so hot even MR and HOA are high, it still attracts people to live there.
The house price/price per sqt is cheap in 4S and bigger house but monthly fee is higher. Many young family with kids live in 4S because they want bigger house and they can afford the monthly payment. They can put less down payment than other areas. The monthly fee is high but they are young. Salary will increase every year normally. Later this high monthly fee won’t be a problem for them. The appreciation rate is higher in 4S than carmel mountain (already developed). Whatever is closer to the ocean, it is more expensive.
Also, 4S plaza is close by. Ralphs, CVS, Bed Bath &Beyond, LA fitness are there. You can buy things that you need in rush. Or you can go to Carmel mountain plaza with Costco, Home Depot, Sears….. It draws lots of traffic to there. Usually the family buys tons of food one a week. The distance to carmel mountain is reasonable and they can have quiet life in 4S.
4S is low wildfire risk compared with Scripps. The home insurance can tell. 4S is poway school district so people feel it is good, surely cannot compare with Torrey pine.
The 2 new models are attractive. I think because they are at the end of road, no more development after them, so quiet and less traffic to there. Also, the mountains around them don’t have much grass or trees. You can see more rocks than grass, so the fire risk is low. Also, the houes around there are big around 2500-3800 so it seems less crowded.
