I do not think there is a fine, but they must “notify” others that may have legal recourse on a property via a printed notice. If they do not do so, others can go after the mortgage holder for other unpaid debt, even if they would not have rights if properly notified. Any paper in the area will do.
Some small papers make a living charging people $10 or $12 a notice, and nobody even reads those papers. I used some paper in Julia for my fictitious business license. Nobody I do business with will ever read that paper.
