What’s up with the very high HOA fees in Scripps Ranch Townhomes?

I’m talking about the townhouses that are in the triangular area defined by the I-15, Scripps Ranch Blvd, and Pomerado Road. All the townhomes for sale in the area have HOA fees between $375 and $400. Yet when you look around the complexes, the paint is peeling off every building and exterior wood is rotting. What’s going on? Why is the HOA fee so high? What company is running the HOA? Anyone know???
