Malaysia, Uruguay, Costa Rica ...tax havens? How many French and German citizens use these countries to hide money? Malaysia and Costa Rica offer expat retirement programs, but that's hardly cause for concern. They are after someone, or perhaps they are just not conforming and therefore deemed potential tax havens.
