laws in this country

How do laws in this country work? A common sense law such as this:

is rejected because it doesn't align exactly with the laws of the land YET we are able to allow the Federal Reserve to BAIL out corporations and do as it pleases with our economy. What gives?

preemption of state law by federal law, not real complicated.

This law if passed would only apply to aircraft in New York, but since just about everything with air travel is regulated by the Feds directly, it would not really apply.
I think the order that laws follow (from lowest to highest):

4. Local
3. State
2. Federal
1. Home Owners Association

Yes, but what I am saying is that does the Federal Reserve have the authority to do as it pleases with the economy, more specifically destroying our economy? I thought laws explicity state the role of the Federal Reserve.

Aren't there laws that safeguard the interests of the economy?
