it's about executive discretion, that the funds once appropriated
are not the subject of litigation.
essentially, if the Congress gives Obama 300 million for general white house

my cynical side says there is too much negative attention on this deal now so the power players will put it on hold for a few weeks until the sheeple are distracted by something else - then the deal will go through pretty much the way it was setup
