Bargain Eats in San Diego County?

We all know that unfortunately food costs are rising and finding restaurant deals and grocery store bargains is difficult. I'd rather spend my disposable income on things other than food, so I was wondering if anyone has found some great eating values in San Diego other than the 99cent Ikea Breakfast, the $1.50 Costco Hot Dog and Souplantation buffets LOL?

Also is Costco the cheapest place to buy gallon containers of milk?
